Without the written permission of the custodian if the custodian, of the assistant custodian if the custodian is not, or of any employee designated by the Government of Nepal without the written permission of any person while entering or remaining in the reserve or walking along the route specified under rule 19, the following items shall be carried, kept or Not allowed to use:-
(a) bows, spears, darts, snares, nets, spears, slings or any weapon capable of causing injury or shooting, ammunition, poison, explosives or instruments using them,
(b) game meat or dried or raw meat of any wild animal,
